What you are paying for, line by line
An implant is not one object. It is three, fitted in sequence, and a quote that gives you a single number without naming the three is hiding at least one of them. How the three are placed and how the two-visit process runs is described on dental implants.
The fixture is the titanium screw placed in the bone. It does the load-bearing and it is the part with the longest guarantee.

The graft is placed at the same appointment as its implant where the defect is small, which keeps it to two trips rather than three. Two things are worth reading in that table rather than skimming.
